The Importance of the Role of Honorary Consulars

In a conference on Tuesday in Budapest Levente Magyar, Minister of State for Economic Diplomacy at the Ministry of Foreign Affairs and Trade deemed the role of honorary consulars important, and declared that there will be further discussions in the future.

The Secretary of State stressed on a Forum for Economic Diplomacy organized for the accredited consulates in Hungary, that in the past two years a new successful model has been introduced by placing several previously untapped resource in the service of the Hungarian Economic Diplomacy. They placed economic diplomacy in the foreground instead of classical diplomatic activities.

He highlighted that its effectiveness shows from the fact that Hungary has never exported as much as last year and its financial surplus from foreign trade was not as much. Each indicator supports the political efforts aimed at boosting the success of Hungarian foreign trade - he added.

According to Levente Magyar the role of honorary consulars is very important; he called it joyous that the region will have a separate department within the State Department which will bring together and coordinate its work, for until this point there has not been such.

He pointed out that honorary consulars have a wider network of contacts and may have more leeway than the official representatives of the sending State, with regards to the fact that the majority of sending States have no official representation in Hungary. The possibility of co-operation rests in the fact that there are no other official relations between these States.

The Ministerial Commissioner responsible to liaise with honorary consulars, GyörgySuha in his presentation called the forum historic, one that has not been held in Hungary before. According to him, the forum shows that the government counts on the long term professional activity of honorary consulars. The Hungarian government would like to develop this institutional framework; in the coming period besides the current 60 honorary consulars, more and more will start to begin to operate.

The importance of honorary consulars is shown, according to him, in that there are currently 20 thousand consulars in the world, out of which three thousand reside in Europe and the member states have started to take increasing advantage of this institutional system. We would like to raise the prestige of honorary consulars through the planned measures in which he mentioned a distinction between each mission’s vehicles, of which the Ministerial consultations are being held in accordance with international practice - he elaborated. The parliament recently passed an amendment to the Consular Act, which shows the recognition of the institutions importance on a statutory level - he said.

Szilveszter Bus, Assistant Secretary of State for Southern Access said that the participants fulfill an important role in their own way, that they represent such states where for example the is no active Hungarian mission. He explained that with the strategy to open towards the south the government shows more attention to the non-European region, the Asian region or the Middle Eastern markets. The reason for this is that the world's economic moving forces are outside of Europe and Hungary’s commerce with these regions is half as big as that of other countries in the European Union which are equivalent to the size ofHungary - he explained.

He thought that the new strategy had impressive results. Last year’s sales growth in areas belonging to the southern regions was more than 20 percent, within this Hungarian exports to Latin America grew by 18 percent, in Asia by 28 percent and in Australia by 18 percent. In the future the Hungarian embassy network will expand; currently there are 39 representatives belonging to the Southern-opening, this number will grow. The Hungarian National Trading House supports the activities of the representatives.

Fontos a tiszteletbeli konzulok szerepe

Fontosnak nevezte a tiszteletbeli konzulok szerepét Magyar Levente, a Külgazdasági és Külügyminisztérium gazdaságdiplomáciáért felelős államtitkára egy konferencián kedden Budapesten, és kijelentette, hogy a jövőben rendszeres egyeztetéseket tartanak majd.

Az államtitkár a Magyarországon akkreditált konzuli képviseleteknek rendezett Gazdaságdiplomáciai fórumon hangsúlyozta: az elmúlt két évben új, sikeres modellt vezettek be azzal, hogy több korábban kiaknázatlan erőforrást állítottak a magyar gazdaságdiplomácia szolgálatába. A klasszikus diplomáciai tevékenység helyett a gazdasági célú diplomáciát helyezték előtérbe - mondta.

Kiemelte: az eredményességet mutatja, hogy Magyarország soha nem exportált annyit mint tavaly, és nem volt akkora külkereskedelmi aktívuma. Minden mutató alátámasztja a magyar külgazdaság fellendítését célzó politikai törekvések sikerét - tette hozzá.

Magyar Levente szerint a tiszteletbeli konzulok szerepe nagyon fontos, örömtelinek nevezte, hogy a területet a külügyminisztériumon belül külön szervezeti egység fogja össze, és koordinálja a munkáját, mivel eddig nem volt ilyen.

Rámutatott, hogy a tiszteletbeli konzulok tágabb kapcsolatrendszerrel és nagyobb mozgástérrel rendelkezhetnek, mint a küldő állam hivatalos képviselete, azzal együtt, hogy a küldő államok többségének nincsen hivatalos képviselete Magyarországon. Az együttműködés lehetősége pont abban rejlik, hogy ezekkel az államokkal más hivatalos államközi kapcsolat nincs - mondta.

Suha György, a tiszteletbeli konzuli kapcsolattartásért felelős miniszteri biztos előadásában történelminek nevezte a fórumot, amit még nem tartottak Magyarországon. Szerinte a fórum is azt jelzi: a kormány hosszú távon számít a tiszteletbeli konzulok professzionális tevékenységére. A magyar állam ezt az intézményrendszert fejleszteni szeretné, a jelenlegi 60 után a következő időszakban egyre több tiszteletbeli konzul kezdi meg működését.

A tiszteletbeli konzuli szerep jelentőségét mutatja szerinte, hogy a világon jelenleg 20 ezer, Európában 3 ezer tiszteletbeli konzul van, az államok ezt az intézményrendszert egyre nagyobb mértékben kezdik kihasználni. A tervezett intézkedésekkel szeretnék emelni a tiszteletbeli konzulok presztízsét, ezek között említette a missziók gépjárműveinek megkülönböztetését, amiről minisztériumi egyeztetéseket tartanak a nemzetközi gyakorlattal összhangban - mondta. A parlament a közelmúltban elfogadta a konzuli törvény módosítását, ami a törvényi szintű elismerése az intézmény fontosságának - közölte.

Bus Szilveszter déli nyitásért felelős helyettes államtitkár arról beszélt, hogy a megjelentek fontos feladatot látnak el sajátos formában, honorálás nélkül képviselnek olyan államokat, ahol például nem működik magyar misszió. Kifejtette, a déli nyitás stratégiával a kormány nagyobb figyelmet fordít az Európán kívüli térségeknek, az ázsiai térségnek vagy a közel-keleti piacokra. Ennek oka, hogy a világgazdaság motorjai Európán kívül esnek, Magyarország kereskedelmi forgalma ezekkel a térségekkel feleakkora, mint a többi, Magyarországhoz hasonló méretű európai uniós országoké - fejtette ki.

Úgy vélte, az új stratégia látványos eredményt hozott, az érintett, a déli nyitáshoz tartozó térségekben mért forgalomnövekedés tavaly több mint 20 százalékos volt, ezen belül a magyar export Latin-Amerikába 18 százalékkal, Ázsiába 28 százalékkal, Ausztráliába pedig 18 százalékkal emelkedett. A jövőben bővülni fog a magyar külképviseleti hálózat, jelenleg 39 képviselet tartozik a déli-nyitáshoz, ez a szám nőni fog, a képviseletek tevékenységét a Magyar Nemzeti Kereskedőház támogatja - mondta.
